To put it simple, it's the shore hardness of our TPU. There different scales for measuring the hardness of different materials, The Shore A is a scale with most of the TPU's are, where the lower the number, the more flexible it is. To put it in perspective, 98A is often called semiflexible TPU, and 90A is a very flexible TPU. 95A is the perfect hardness for a TPU that is easy to print, yet flexible enough to make squishy prints.

Check my guide to learn how to 3D Print Flexible Filament. If your settings are on point, it could be that your filament absorbed moisture. TPU is very hygroscopic, which means that it could absorb moisture if you live in a humid location. For that you need to dry your filament.
There are two way to remove the moisture out of your TPU filament.
1. Put your spool in a spool dryer for 30 minutes.
2. Put your spool in the oven, for 30 minutes, at 170°F (75°C).
After this, your spool will have it's original properties, increasing the quality of your prints.
